Looking at the big picture, this governmental charity project intends to take all of the city of Port Royal as one whole reconstruction. the building is one piece of a larger puzzle which is the "lost remains" of the disaster-stricken historic pirate city.
Port Royal is an artifact with extant features worthy of restoration to safeguard the cultural authenticity of the town through conservation. The uniqueness of the town and its outstanding universal value justifies its periodic reconstruction, on account of the culture for a holistic recreation after the 1674 earthquake that sank two-thirds of the land and urban structure and annihilated the rest. Respect for the original material with the proposed use of brick and limestone facing, and timber finishes to the stairs, roof frame and finished, and to the window and door frames.
To begin with the Jelly Man's project, reliable archival documents were researched to add to the information obtained from the remaining structures and foundation footprints, and also, to maintain and promote the guiding principle of 17th-century appearance. The architectural reconstruction process was intended to be supported by the social development initiatives identified in the Kingston capital city as well as private and visitor cries to de-criminalize the Jelly Man's roadside business that is in proximity to the international airport.

The aim was:
1. To initiate comprehensive conservation activities
2. To demonstrate that Port Royals' return will be achieved through a step-by-step comprehensive process steeped in its character as an exceptional example of a conservation project.
3. Express integrity utilizing recognition of the historic fabric that is part of the oldest urban layout of British colonial territory in the Caribbean and the entire Americas.
4. Communicate and radiate authenticity through careful academic and professional reconstruction processes for a place worth classifying as world heritage quality.
5. Ensure that the Estate Management department is actively engaged in historic project proposal planning, even by small steps, to secure project realization, funding, maintenance, management, and protection.
